This study was carried out in the context of the (then) proposed Landfill and Packaging Directives of the European Community. It provided background to the client to enable them to present their inputs to the (then) on-going interaction between the Commission and interested parties in formulating the detailed texts of measures that aimed to reduce the amount of material disposed of in landfilling of packaging waste, as well as in the amount of material produced, while making 'economic operators' responsible 'at the end of the useful life of packaging ... by means of a taking back duty, a recycling guarantee and a financing system'.
