1994 marked an important year of change in the history of low-calorie sweeteners. The Sweeteners Directive of the European Union was adopted in June after many years of effort by officials of the EC, the European Parliament and the Economic and Social Committee working with organisations representing health professions such as medicine, nutrition and dietetics as well as consumer groups and the food industry. The Directive harmonizede the use of low-calorie sweeteners throughout the EU once it had been implemented into national law in the Member States, a process which was underway at the time this meeting was held to discuss the implications.

Tthe Directive allows the use of six low-calorie sweeteners - acesulfame K, aspartame, cyclamate, neohesperidin DHC, saccharin and thaumatin. The effect of the Directive will be to increase the variety of low-calorie products available throughout the Union. Consumers will have more choice and new and better products will be developed more quickly.

1994, finally and perhaps most importantly, marks the year in which the value to health of low-calorie sweeteners became even more evident than it had been previously. The Conference heard details of a new study showing that low-calorie sweeteners cannot only assist in weight loss as part of a controlled diet, they can help consumers maintain a lower weight for considerable periods. The value of weight control and a health-conscious diet was dramatically illustrated at the Conference by the contrast between a decline in diet-related disease in the West and steep rises found in many Eastern countries. A market research company concluded that in the East, low-calorie sweeteners are perceived as low-cost sugar substitutes or needed o nly by people with diabetes. By contrast, in the West, they are accepted as components of a modern lifestyle by virtually everyone. Bringing the health benefits of low-calorie sweeteners to Eastern consumers is an important future goal for the food industry. These topics are discussed in 15 papers divided into three sessions:
