These are the proceedings of a conference held at Kenilworth, Warwickshire in March 1992. The purpose of this conference was to bring together representatives of landfill operators, regulatory authorities and companies offering technical support to landfill in order to identify and discuss issues in both legislation and technology with special emphasis on the effect of changes within Europe and the UK's position in the European Community. The economic considerations are highlighted by the subtitle: Cost Effective Landfill Operation in the European Context.

This early 1990s witnessed a dramatic increase in the rate of change within the waste management industry: change within the legislative framework; change within the technological solutions; change within public expectations. In Germany, for example, the waste management sector is in a state of crisis with prices rocketing and available tipping space decreasing rapidly. This crisis has all the hallmarks of spreading to other European and Western economies.

The principle of 'change' was incorporated by the technical committee into this year's conference as one of the dominant themes. It is backed up by papers on current practice in other countries and case histories covering the solutions to specific problems. The ultimate objective is substantial environmental protection and not merely legal compliance. Achieving this in a cost effective manner defines the role of the informed waste management professional.
